Military Survey of 1522
King Henry VIII ordered his chancellor, Cardinal Woolsey, to devise a survey that would discover people’s wealth. The ostensible purpose of the survey was to muster and ready the King’s subjects for war against France. However, there was also a fiscal reason behind the survey and the survey formed the basis of forced loans demanded later in 1522 and early 1523.
In 1522 commissions were sent, ordering the compilation of an exhaustive survey of the landowners’ individual wealth and possessions and also of armour and arms.
Everyone, whether clerical or lay, was required to state on oath the value of his goods and, where appropriate, the annual value of his lands, benefice or stipend. All males over the age of 16 were listed.***********************
